VEAI being used for grainy 2D animated movies, I cannot find any filters that would reduce it by a lot, closest thing I got was with DPIR (Deep Plug-and-Play Image Restoration) via VS-DPIR plugin in Vapoursynth. But even then it was worse (and slower) than VEAI and there were colors shifts present.
