Update:
After waiting 6 weeks for a REPACK and no mention of the issue on Rarbg, I did some more investigating.
I found mentions of issues with American/European frame rates when the audio and video tracks have been ripped from different sources. It was suggested to use a 25025/24000 stretch ratio. Using MKVtoolNix, this turned to be way too much, but it gave me hope. After a few tries I gave up rationalizing what the ratio should be and just started throwing numbers at it. Once you have a number that's to long and one that's too short, you just need to guess between them until you hit it. Doesn't even take a lot of time since MKVtoolNix is fast and you only need to check near the start and end to check. In 7 tries (about 40 minutes) I found the correct stretch. 1.001.
